(Government must guarantee that Councils can consider biofuel impacts on climate, people and environment)
The main ground for the Council's decision to reject the application was their concern about the wider impacts of the biofuels which the company  intends to burn - largely palm oil from South-east Asia.  However, the Planning Inspector has so far stated that the Council's main reasons for originally rejecting the application will not even be heard! Instead, it is claimed that wier impacts of biofuels are not  planning matters - because of one sentence in an outdated technical annex to planning guidance.  Weymouth & Portland Council previously cited that same document and sentence when approving another palm oil power station by W4B.

The new Government has promised to devolve more planning powers to local governments and to strengthen local democracy; Bristol City Council's decision against W4B is a test case for this commitment.
